The Department of the Navy has issued a $125 million dollar cost plus award fee solicitation for a design build construction contract (N62470-07-R-2500). This construction contract is to design and build the legal compound at Guantanamo Bay where Bush plans to hold the detainee kangaroo trials.
This solicitation must be cancelled by the Navy. If the Navy refuses to cancel this solicitation Congress must prohibit the use of any funds for the purpose(s) stated in this solicitation or any like it.
Furthermore, Congress must repeal the Military Commissions Act 2006 (aka In Torture We Trust Act 2006) which is driving this solicitation by enabling the detainee kangaroo trials.
We have plenty of existing facilities in which we can conduct constitutional trials for any accused detainee.
